Judy Maddigan was born in Melbourne, Victoria in 1948. She worked as a public servant and librarian before entering state parliament as a Labor Party member in 1996. In 2003, she became the first female Speaker of the Legislative Assembly in Victoria. She has been active in a number of community groups and campaigns, particularly around the environment, heritage and the portrayal of women in advertising.
